The purpose of the charrette is to explore redevelopment scenarios for a six-block area in the Dayton’s Bluff Historic District. This neighborhood is the target of the city’s Fourth Street Preservation Project, described by Saint Paul City Council President Kathy Lantry at last spring’s Food for Thought. Approximately ¼ of the houses in this area are vacant, in foreclosure or for sale and many of the houses are beginning to deteriorate. Saint Paul’s Housing and Redeveloment Authority (HRA) has purchased several of these properties and plans to issue an FRP this fall for rehabilitating them. Developers responding to the RFP will be required to adhere to principles and an over-all plan for the neighborhood. Architects and landscape architects have been asked to help develop alternative plans for the neighborhood with the intent of including results of the charrette in the upcoming RFP.
